Justin Phan is a former resident of Urma who, due to a glitch in the system, was denied free housing. As a student of the Urman Public School System, one is entitled to free housing to facilitate independent living; Phan was somehow denied this due to some glitch, so he lived in Austin's apartment, sleeping on the floor and hiding in the closet whenever someone knocked on the door.
Phan was eventually caught, and kicked out of Austin's place. He then moved to an occupied house in Caravay while the owner was gone and hid/lived under his/her bed. He noticed, though, that the owner never returned home, and discovered with Austin that the owner had died in the D'Lan Water System. Slightly creeped out, he remains living under the bed.
